Prior to joining the firm in 2024, Mr. Williams served from 2019 to 2024 as General Counsel and Chief Compliance Officer for ILS. ILS operated a Florida Medicaid managed care long-term care plan, a Medicare Special Needs Plan, and provided nationwide TPA, home delivered meals, and other long-term care and health related services.  From 2017 to 2019 he served as President of LIBERTY Dental Plan of Florida (“LDPFL”). As President of LDPFL, he was responsible for overseeing all aspects of LDPFL’s Florida dental managed care operations serving more than 1 million Florida enrollees (Medicaid, Medicare Advantage, Commercial and Florida Exchange). During his tenure with LDPFL he successfully implemented and oversaw LDPFL’s Florida Medicaid Statewide Prepaid Dental Plan contract with the Florida Agency for Health Care Administration. From 2012 to 2017, he served as General Counsel to the Florida Agency for Health Care Administration (“AHCA”) –– the agency responsible for Florida’s Medicaid program and for the licensure and regulatory oversight of more than 40,000 Florida health facilities (including hospitals and nursing homes). As General Counsel, he served on the Statewide Medicaid Managed Care Governance Committee, advised the Agency Secretary and other senior managers on all legal matters, oversaw AHCA’s federal, state, administrative, and procurement litigation, and managed the Office of General Counsel, the Medicaid Fair Hearing Office, and the Public Records Office.  Before joining AHCA, he was in private practice at Holland & Knight in Jacksonville, Florida from 2004 to 2006, and with the Tanner Bishop law firm from 2006 to 2011. Prior to beginning private practice, he clerked for the Honorable Edward E. Carnes, Judge of the United States Court of Appeals for the Eleventh Circuit.
